  1. Off to a great start here. I think you have arguments here to support a stronger policy claim. You could make the policy more of “If David City residents want their town to thrive in the future, they need to support a vibrant downtown by renovating and bringing back the opera house.” Get it so that the donations are a vote for the town, not just the opera house. This should be good.
